En 1983, il remporte les \u00e9lections municipales face \u00e0 Hubert Dubedout, mettant fin \u00e0 une longue p\u00e9riode de gestion socialiste. R\u00e9\u00e9lu en 1989, il conserve la mairie jusqu\u2019en 1995. Son mandat s\u2019inscrit dans une volont\u00e9 de transformation rapide de Grenoble, reposant sur une strat\u00e9gie de grands \u00e9quipements, de communication et de reconversion \u00e9conomique. Grenoble devient alors une r\u00e9f\u00e9rence nationale en mati\u00e8re de transports urbains accessibles. Dans le m\u00eame temps, la municipalit\u00e9 engage ou inaugure plusieurs projets d\u2019envergure : la Source europ\u00e9enne de rayonnement synchrotron (ESRF), le Magasin \u2013 Centre national d\u2019art contemporain, le World Trade Center Grenoble, le quartier d\u2019affaires Europole, am\u00e9nag\u00e9 sur d\u2019anciennes friches industrielles. Ce niveau d\u2019endettement : &#8211; r\u00e9duit durablement les marges de man\u0153uvre financi\u00e8res de la ville, &#8211; contraint les \u00e9quipes municipales suivantes \u00e0 des politiques de rigueur, &#8211; retarde ou limite les investissements dans des domaines essentiels comme l\u2019entretien du patrimoine, les services publics de proximit\u00e9 ou la politique sociale. Cette situation financi\u00e8re d\u00e9grad\u00e9e devient l\u2019un des symboles les plus tangibles de l\u2019h\u00e9ritage laiss\u00e9 par les ann\u00e9es Carignon, venant s\u2019ajouter aux scandales judiciaires pour nourrir un sentiment de d\u00e9fiance citoyenne. Encore aujourd\u2019hui, Grenoble figure parmi les grandes villes fran\u00e7aises les plus endett\u00e9es par habitant, situation r\u00e9guli\u00e8rement soulign\u00e9e dans les analyses financi\u00e8res des collectivit\u00e9s locales. L\u2019enqu\u00eate r\u00e9v\u00e8le un syst\u00e8me dans lequel le maire aurait re\u00e7u des avantages personnels importants (appartement parisien, voyages, cadeaux) en contrepartie de d\u00e9cisions publiques favorables \u00e0 des groupes priv\u00e9s. Ces r\u00e9v\u00e9lations provoquent un v\u00e9ritable s\u00e9isme politique \u00e0 Grenoble, d\u00e9j\u00e0 fragilis\u00e9e par une situation financi\u00e8re pr\u00e9occupante. Condamn\u00e9 en 1996 \u00e0 : <br>&#8211; cinq ans de prison (dont un avec sursis), <br>&#8211; cinq ans d\u2019in\u00e9ligibilit\u00e9, <br>&#8211; une amende, <br>il purge environ 29 mois de durable des habitants envers leurs \u00e9lus, <br>&#8211; une remise en cause de la gestion des services publics, notamment de l\u2019eau, qui deviendra un enjeu politique central et conduira ult\u00e9rieurement \u00e0 un retour en r\u00e9gie publique, <br>&#8211; une ville durablement contrainte par une dette \u00e9lev\u00e9e, h\u00e9rit\u00e9e en grande partie de cette p\u00e9riode. <br>La chute du maire laisse une empreinte profonde dans la m\u00e9moire collective grenobloise, souvent cit\u00e9e comme l\u2019un des scandales politico-financiers locaux les plus marquants de la Ve
